Mississippi Licensing Overview

The Mississippi State Department of Health (MSDH)Health Facilities Licensure and Certification—licenses most facilities and agencies (e.g., hospitals, nursing homes, home health, hospices, PCH/Assisted Living, ICF/IID, ESRD). The Mississippi Department of Mental Health (DMH) certifies many behavioral health programs. DME/medical equipment suppliers are permitted by the Mississippi Board of Pharmacy (MBP). Medicaid enrollment and HCBS waiver participation are managed by the Division of Medicaid (DOM); Adult Day services participating in the Elderly & Disabled (E&D) Waiver follow DOM standards.

Typical steps include: filing the correct state application; pre-survey file preparation; background checks; policies and training; readiness surveys/inspections; and, when applicable, Medicaid enrollment (including managed care). Effective July 1, 2025, Magnolia Health (Centene), Molina Healthcare, and Mississippi True d/b/a TrueCare are contracted to serve MississippiCAN and CHIP (contracts signed Aug. 12, 2024; implementation subject to CMS approval).

Mississippi Policies & Procedures Solutions

Our policy and procedure packages are mapped to Mississippi rules for your provider type—for example: home health (15-16-46), hospice (Part 16, Chapter 1), Personal Care Homes/Assisted Living & Residential Living, nursing facilities, ICF/IID, and ESRD. Templates aligned to survey expectations (forms, personnel files, QAPI, infection control, emergency operations) streamline approvals and audits. We also support DMH-certified services (e.g., community mental health, ABA) with documentation aligned to DMH standards.

Mississippi State Specific FAQs

Q1) How long does initial licensure take for home health or hospice?
Timelines depend on application completeness and survey readiness. MSDH conducts inspections and document reviews before issuing a license—complete policies, staffing, and records shorten the wait. Our checklists reflect MSDH survey focus.

Q2) How are behavioral health, ABA, or IDD services certified?
DMH certifies community programs and operational requirements. Behavior analysts must meet Mississippi Autism Board behavior-analytic licensure requirements in addition to DMH standards. Our templates cover DMH record-keeping, staffing, and service documentation.

Q3) Are non-medical in-home care agencies licensed by MSDH?
MSDH licenses skilled home health agencies; many personal care providers participate via HCBS waivers with DOM rather than holding a facility license. Through the E&D Waiver, agencies may enroll for in-home personal care, in-home respite, or adult day care services. We’ll confirm the right path based on your payers.

Q4) What personnel files and background checks are required?
State law and payer rules generally require criminal background checks, licensure verification, TB/health screenings, competency assessments, and orientation documentation. Our Mississippi policy kit includes personnel forms and a file index to speed surveys.

Q5) What should I know about Medicaid managed care contracts?
Magnolia Health, Molina Healthcare, and TrueCare hold MississippiCAN/CHIP contracts for the cycle beginning July 1, 2025 (subject to CMS approval and any procurement actions). Start network work early to avoid payment delays.
